Raïnatou Coulibaly is the Associate Energy Officer, deployed by the NGO Norwegian Capacity (NORCAP) at UNHCR in Niger, an international organization dedicated to saving lives, protecting the rights of refugees, and building a better future for refugees, displaced communities, and stateless people. She is dedicated to sustainable and inclusive approaches to solving the problem of access to clean and modern energy for forcibly displaced people and their host communities.

Coulibaly is an electrical power engineer with expertise in design and implementation of electrification projects in difficult contexts–previously in rural areas, and now in regions affected by forced displacement. She advocates for access to clean and affordable energy as a tool to improve living conditions and the well-being of vulnerable communities, while also increasing their incomes–particularly those of women and youth.
