Background / Introduction: 

Vital Voices Global Partnership is a leading international non-governmental organization committed to working with women throughout the world to provide them with the support and tools they need to have a positive impact in their communities. Through mentoring programs, leadership trainings and individualized support, Vital Voices provides credibility, builds capacity and enhances connections for emerging and established women leaders internationally. 


Project Goals and Scope of Services 

Vital Voices is seeking a consultant with experience in refugee resettlement, and contextually-specific experience in the registration, protection, and resettlement processes.  

The Consultant will assess and make recommendations on overall registration, resettlement, and safety considerations for Afghan Refugees supported by Vital Voices through the Afghan Women Fund.   

 The Consultant will develop a list of recommendations for both day-to-day operations for our team on the ground in Albania and provide direct legal services for the families Vital Voices’ supports through this project.  

The consultant will also be responsible for supporting Special Immigrant Visa (SIV) applicants, P1/2 Visa applicants, political asylum applicants and other vulnerable individuals. This is an exciting opportunity for individuals interested in refugee rights, human rights, immigration, and international law to be part of a growing crisis response team at Vital Voices that makes an impact on the lives of refugees and other displaced people. 



  • Create an infrastructure that supports ongoing resettlement efforts 
  • Provide oversight and management of caseloads for Afghan refugees  
  • Assist Afghan refugees in filing humanitarian parole applications 
  • Support US refugee admission to P-1, P-2, SIV or Political Asylum programs  
  • Provide direct representation to Afghan Refugees in immigration and family matters before USCIS, EOIR and family courts  
  • Develop recommendations to organization’s crisis response team on resettlement policies to identify their strengths, weaknesses and security threats. 
  • Produce a report containing recommendations to increase efficiency, safety and security planning and implementation in their daily operations. 
  • Other duties as assigned  


The anticipated hours needed to provide services are 20-30 hours per week. The expected contract duration is through April 2022

Elements of Proposal 

A submission must, at a minimum, include the following elements: 

  • A Resume 
  • A no more than three-page narrative outlining experiences, strengths and distinguishing skills or capabilities as they relate to the Project goals and scope of services. 
  • Three professional references 



  • Deep expertise in the Special immigrant visas, US refugee admissions program, and humanitarian parole.  
  • Experience living/working in the MENA region strongly preferred  
  • Knowledge and previous working experience with NGOs and international development projects 
  • Ability to travel to Albania 
  • Excellent oral and written communication skills (including public speaking) and strong interpersonal skills; 
  • Professional proficiency speaking, reading and writing in English required 
  • Law degree and authorization to practice law in the United States 
  • At least 3 years of work experience in refugee and immigration law 


Evaluation Criteria 

A successful respondent will: 

  • Demonstrate the that they have the expertise, skills and capabilities to successfully provide the requested services 
  • Offer a competitive cost for services 
  • Will be able to begin working with the applicants immediately 
  • Be willing to stay in Albania for several weeks as they gather information from the applicants and apply for the various visas 
  • Ability to work independently with the flexibility to adapt to the needs of the team. 
  • Excellent interpersonal, written and oral communication skills required. 
  • Proficiency with Microsoft Office strongly preferred; intermediate level or higher Microsoft Excel skills strongly preferred. 
  • Ability to collect, organize, analyze and disseminate significant amounts of information with attention to details and accuracy.
