Request for Proposals: Protection and Empowerment Of Women and Girls In Kurdistan Region Of Iraq/Consultant Services

PROJECT NAME: PROTECTION AND EMPOWERMENT OF WOMEN AND GIRLS IN KURDISTAN REGION OF IRAQ/CONSULTANT SERVICES

 

I.              Background / Introduction:

Vital Voices Global Partnership is a leading international non-governmental organization committed to working with women throughout the world to provide them with the support and tools they need to have a positive impact in their communities. Through mentoring programs, leadership training, and individualized support, Vital Voices provides credibility, builds capacity, and enhances connections for emerging and established women leaders internationally.

 

II.              Project Goals and Scope of Services

Vital Voices Global Partnership (VVGP), in partnership with Asuda, local Iraqi organization working in the region to combat violence against women, aims to improve Asuda’s services to assist Gender-Based Violence (GBV) survivors within a holistic gender-oriented framework and based on GBV best practices. VVGP seeks services to provide GBV training content for the boys and men’s engagement program and deliver workshops for Asuda’s staff to strengthen their capacity in delivering counseling and referrals for survivors of GBV and improve community mechanisms for the prevention of GBV.

The training sessions for Asuda staff will enhance their understanding of the different GBV forms and the aggravating factors and GBV survivors’ dynamics, and capabilities to conduct lethality risk assessments and proper safety planning for the GBV survivors.

The 2-day context-relevant curriculum for the boys and men’s engagement and content for the supporting material will increase the engagement of the participants in addressing and preventing violence against women.

 

Tasks include, but may not be limited to the following:

  • Develop training materials informed by the baseline capacity needs assessment
  • Deliver workshops and training to psychologists, caseworkers, case coordinators, program managers, and other relevant Asuda staff on GBV case management and additional tools, including practical exercises involving complex case scenarios
  • Train psychologists, caseworkers, case coordinators, program managers, and other relevant Asuda staff on best practices on referrals procedures and warm case handoffs, as well as related training topics including, but not limited to, non-violent crisis interventions, debriefing and deescalating, and danger assessments
  • Complete pre and post-training evaluations to assess the impact and efficacy of training
  • Develop training material for the workshops’ facilitators and
  • Develop engaging learning activities and compelling content that enhances the dialogue and participation of boys and
  • Design and develop pre and post-training evaluations to assess the impact and efficacy of

 

III.            Anticipated  Selection Schedule

Request for Proposal timeline as follows:

Deadline for Bidders to Submit Questions:     May 25, 2020

Proposal Deadline:   June 3, 2020

Start of Negotiation for Top Bidder(s):   June 8, 2020

Contract Award:          June 12, 2020

IV.            Time and Place of Submission of Proposals

Respondents to this request for proposal must submit their proposal to FatenBelguith@vitalvoices.org. Responses must be received no later than June 3rd, 2020 and shall be marked “RFP-GBV Consultancy” in the subject of the email.

V.             Elements of Proposal

A submission must, at a minimum, include the following elements:

  • Description of the applicant includes a general overview, names, and credentials of the team member(s)
  • A no more five-page narrative outlining the applicant’s strengths and distinguishing skills or capabilities as they relate to the project goals and scope of work

 

VI.            Evaluation Criteria

A success respondent will:

  • Demonstrate that they have the expertise, skills, and capabilities to provide the requested services successfully
  • Experience working in the Kurdistan region of Iraq and preferably to have an office in Iraq
  • Offer a competitive cost for services
