Project Goals and Scope of Services

Vital Voices seeks the services of a Digital Security Firm/Consultant to provide ongoing technical support and advising on Voices Against Violence: The Gender-Based Violence (GBV) Global Initiative (VAV). The VAV Initiative aims to ensure that victims and survivors of GBV and harmful traditional practices around the world have better access to the services, protection and justice they deserve. In order to achieve this goal, the program provides financial assistance to survivors of extreme forms of GBV to address their urgent needs in the immediate aftermath of violence, engages with multi-disciplinary actors to address complex social issues contributing to GBV in their region and supports the establishment of an international network to serve as a focal point and coordinate efforts around GBV.


Tasks include, but may not be limited to the following:

  • Troubleshoot and investigate issues that arise related to digital security tools and platforms used for the VAV Initiative.
  • Review of current tools, systems, platforms, and practices and resulting recommendation(s) to increase the safety of online activities and electronically stored data of the VAV Initiative and its beneficiaries.
  • Training of VAV Initiative staff on new digital security tools, systems, and procedures as needed for VAV project.
  • Provide advising to VAV Initiative staff on how to respond to and prevent new digital security threats and challenges.


The anticipated hours needed to provide services are 5 to 10 hours per month. The expected contract duration is through February 1, 2021.

Elements of Proposal

A submission must, at a minimum, include the following elements:

  • Description of firm/consultant that includes a general overview, names and credentials of team member(s)
  • A no more than three-page narrative outlining the firm/consultant’s strengths and distinguishing skills or capabilities as they relate to the Project goals and scope of services


Evaluation Criteria

A success respondent will:

  • Demonstrate that they have the expertise, skills and capabilities to successfully provide the requested services
  • Offer a competitive cost for services
