Vital Voices is seeking its first Chief Technology Officer (CTO) to join the Vital Voices executive team, reporting to the CEO. This person will lead the agile technology strategy, roadmap, and execution to fuel Vital Voices and its Network. This creative technologist will drive:

  • the empowerment of the Vital Voices Network and team through technology, tools, data, and analytics infrastructure;
  • structure technical architecture for scaled collaboration;
  • modernize both the Vital Voices network and internal team’s technology infrastructure, and champion digital innovation for programs, products, services, including developer and partner programs;
  • and work with diverse stakeholders to create and support an ecosystem for innovation and engagement across the network.


The CTO will work in deep collaboration with Vital Voices Executive Management to integrate strategic technologies to drive the mission of Vital Voices, with a focus on building the technology assets, data tools, developer network and integrated platform the Vital Voices team can use to support network partners and collaborators. The CTO will work in partnership with other divisions within Vital Voices to select and deliver best technology solutions to build and scale capabilities: likely/typically in partnership with external providers through APIs and other integrations; within a limited budget; and looking to leverage the Vital Voices network where possible. Technical experience with building at scale, passion for being creative with technology, skill in building and leading diverse teams, and a thorough understanding of the marketplace for potential partnerships is essential.



The CTO’s performance will be measured on their ability to leverage technology to scale the Vital Voices mission, and to support the Vital Voices network to scale and deliver their individual missions. Collaboration within both Vital Voices and the network will be essential to deliver this. Responsibilities include:

  • Selection of best partners for delivering objectives within limited budgets including but not limited to:
    • Internal Vital Voices productivity tools and software
    • External Vital Voices Network tools, APIs, and software
    • Fund-raising
  • Data Science/Analytics Platform and Toolbox – Dashboards for team, network, executives and board to drive collaboration, impact and further understand performance against overarching and program specific objectives.
  • Providing leadership and management of Vital Voices technology innovation department that aligns with and integrates the Vital Voices’ culture, mission, and values; providing coaching on technical aspects of all programs with all team member and across the Vital Voices Network.
  • Serving as a Vital Voices spokesperson on technology, data and digital network topics to external consumers and partners of Vital Voices resources and the broader political community.
  • Acting as a good steward of the Vital Voices’ resources and managing the Technology and Tech Innovation budgets. Using open source and other modern practices to achieve cost effective and high-quality results.
  • Building and developing relationships with tech contracting and consulting services to execute tech infrastructure plan.
  • Consulting with network members including partners, stakeholders and recommending and planning technology to support and meet objectives based on iteration, agile development methodologies as well as research and evaluation where relevant that will improve the efficiency, effectiveness, happiness and empowerment of the Vital Voices Network and team.
  • Securing the Vital Voices’ information technology and data resources, and establishing modern practices for IT security monitoring and management.
  • Building out staffing plan and hiring for new technology and innovation department.
  • Other duties as assigned



Eligibility for consideration will be based on a clear demonstration that the applicant’s experience and training are of the scope, quality, and level of responsibility sufficient to successfully perform the duties and responsibilities of this technical executive position.


All applicants must have the ability and technical leadership experience necessary to leverage state-of-the-art technology and practices to deliver best-in-class technology and data services, including engaging developer networks for impact and scale. This includes demonstrated knowledge, understanding, and deep experience in applying the latest technology and IT security tools, techniques and strategies, and data and analytics approaches; leading effective technical teams; and leading teams who engage developer networks and open innovation ecosystems. Applicants must also exhibit an entrepreneurial start-up mindset with experience in hiring and building effective teams.


Technical Executive Competency – Applicants will also be evaluated according to their demonstrated leadership capabilities in other areas, including some combination of their ability to:

  • Bring about strategic scaled technical change, both within and outside an organization, by collaborating well in establishing a clear vision and effectively implementing it together with internal and external partners in a continuously changing environment.
  • Lead, manage and inspire technical people toward meeting an organizational vision, mission, and goals. Service and collaborative orientation taking an agile iterative development approach to new projects, effective skills in managing ongoing programs support and iterative upgrades.
  • Strategically manage human, financial, and information resources, and to respond to urgent events within a few hours, days, or weeks.


This position is a full-time, exempt position based in Washington, DC. Vital Voices does not provide work visa sponsorship or relocation assistance for this position.
